The Child Care and Development Block Grant Act (CCDBG) is a law that authorizes the Child Care and Development Fund (CCDF) program. CCDF is administered by Hawaiʻi and is used to provide financial assistance to low-income families to access child care. Our state child care subsidy program, Child Care Connection, is funded using the CCDF. 

Every three years, states are required to submit a plan on the CCDF dollars to the federal government. The plan outlines how the state will use the CCDF dollars to make child care accessible, affordable, and meet health and safety and quality standards.  

Prior to submitting the plan, the overseeing government agency (in HI, that is the Department of Human Services) puts together a draft plan for feedback from the community. On June 10th at 9:30AM, there will be a public hearing on the state's draft plan and we want to make sure you have a chance to provide input!

There are several ways you can participate:

  1. Complete the form below. Your submission will be sent directly to the Department of Human Services as testimony for the public hearing. 
  2. Draft your own testimony using these helpful tips and email to [email protected]  
  3. Draft your own testimony and sign up to testify at the public hearing. 

To participate at the hearing, you will need either a computer with internet access, video camera, and microphone, or a telephone. To sign up to testify at hearing, please email your request at least 48 hours in advance to: [email protected] to request the weblink to attend the virtual hearing via video conference call through Microsoft Teams. Please include your email, full name, and phone number. A confirmation will be sent to you with instructions and the meeting link and call-in number.

All written testimony should be sent to DHS by 4:30PM on June 10th, 2021.
